First, let's look at the reasons for being prior to host the Tokyo Olympics to show the recovery from the earthquake.
Through the Tokyo Olympics, we can take over the bond of the minds of the people who lives in disaster area with the damaged area. According to the journal of the Tokyo 2020 Action and Legacy Plan 2016 Interim Report(Japanese site), Japan was supported from all over the world after the big earthquake in Tohoku area in 2011. So through the Olympics we can show the aspect of recovered Tohoku area and the effort to deal with the recovery and we can thank for the supports from the foreign countries. According to the bid president Tsunekazu Takeda, he said like this in 2012 "thanks to all of those people." who helped Japan in 2011. Actually, in 1940, Japan planned to hold the Tokyo Olympics to show the recovery from the Great Kanto earthquake in 1923 but because of the WWⅡ, Olympics was not be held. Like this, the Tokyo Olympics Association claims that there is the strong relationship between the Tokyo Olympics and Paralympics and to showing the recovery from the earthquake. Also, one of the themes of the Tokyo Olympics is: restoration from the Tokyo Olympics.
Second, we will look at the reasons for being prior to host the Tokyo Olympics to concentrate on the complete recovery.
There are some opinions which concerns with the moderating of the recovery from the Tokyo Olympics. According to the reconstrucion agency, although the recovery of hard aspect is on-going in Miyagi, Iwate and Fukushima, the whole aspects of the recovery is halfway through. For example, the road and the disposal of disaster wastes are almost finished but the recovery of fisheries is not completely finished, about 30 percent. Although there are some ideas to think that the dealing with the nuclear plant in Fukushima is manageable, the disposal of the nuclear plant is still under control. According to the attorney, Toru Ino, he says in his blog that it is strange to think that the Tokyo Olympics will lead to show the recovery from the Earthquake in 2011 as if the recovery from the earthquake is all completed even the recovery is finished in only "City", in spite of the unfinished condition of the decontamination.
So, from this point of view, there are some opinions which concerns the delay or unfinished recovery from the earthquake.
As for the 3 resources, I thought that these are very reliable because all of the sources describe the real situation which is related to Tokyo Olympics in 2020. As for the Dumbar's article, there is the description by the bid presidents in 2012, which is the previous year of decision to hold the Olympics in Tokyo. Although it is a very simple article, it describes the evidence to hold the Olympics clearly.
In terms of the Matanle's article, most of the parts of this article is the opinion which disagrees with holding the Tokyo Olympics in 2020. Not only from the prejudiced position but also from the both pros and cons position this issue is explained.
Finally, as for the blog by the attorney from Hokkaido, Toru Ino, it describes the reasons for disagreeing with hosting the Tokyo Olympics in 2020 with very strong evidences. I thought that he focuses on the recovery from the earthquake in 2011 with very strict eyes.
At last, I found that there are a lof of opinions for agreeing and disagreeing with the Tokyo Olympics in 2020. To hold the Tokyo Olympics with concerning with the recovery from the earthquake in 2020, we should think of the minds of people who lives in damaged area and the government should keep on dealing with recovery from the Great East Earthquake in 2011.
