The results suggest that the 2020 Tokyo Olympic Games will have positive effects in terms of public relations for industry, but will not stimulate industry as much as the 1964 Tokyo Olympic Games did. Despite this conclusion, systems promoting a collaboration-based economy, such as the Legacy Trust set up for the London Olympic Games and the ‘somewhereto_’ initiative supported by the Trust, are considered to be compatible with Japan’s civic culture and the country’s strength in bottom-up management systems. It is desirable to create a series of economic activities by filling the gaps between mainstream culture, high culture, and subcultures and the gap between Tokyo and non-metropolitan regions. Linking different fields as well as different regions will be important in having the Tokyo Olympic Games lead to national-level activities.
